Mix the water with the flour and knead into a dough.
Leave under a damp cloth for at least 30 minutes.
Then roll it out until it's 1cm thick.
Cut out circles using a cookie cutter or the top of a glass.
Stack each circle on top on each other but making sure to sprinkle corn starch between each wrapper.
Leave under a damp cloth till you prepare the stuffing.
Mix all the dry ingredients into a food processor and cook on a stove top while adding all the wet ingredients.
Once the stuffing is ready, roll out the wrapper until it's thinner and bigger.
Add 1/2 tablespoon of stuffing in the middle and fold to desired shape.
Either steam, pan fry or bake to prepare.
Add chili oil on top or serve on the side and enjoy
